Is Burp Repeater free?

Yes. Repeater is one of the essential tools PortSwigger lists as included in the free Community Edition. Hugin's repeater is free as well, so this is a comparison of the tools rather than of their price.

What does a native repeater add?

No JVM, sub-second startup, and HTTP/3 support that Burp does not have. Hugin's repeater shares the same engine as the proxy, scanner and intruder, so a request in history is one keystroke from being replayed and re-scanned.

Can I use Hugin and Burp side by side?

Yes, and it is a reasonable setup: keep Burp for the tools you have built muscle memory around, and run Hugin alongside it for the scanner, intruder and race-condition engine. They are independent binaries and do not conflict.
