Are Burp's Decoder, Comparer and Sequencer free?

Yes. PortSwigger lists Repeater, Decoder, Sequencer and Comparer as the essential tools included in the free Community Edition. Hugin's are free too, so the difference is in what each one does.

What does Hugin's decoder add?

Composable transform chains: stack URL, Base64, HTML, hex, JWT and protobuf transforms in one pass instead of decoding through them one at a time. The sequencer runs the FIPS 140-2 randomness tests, including Monobit, Poker, Runs and Long Runs.

Should I switch from Burp just for the decoder?

No. A decoder is not worth changing tools for on its own. These tools matter as part of a workflow — the reason to look at Hugin is the scanner, the intruder and the race-condition engine, with the decoder included.
